剧情：
为了应对新型基础设施的建设以及潜在的恐怖袭击的威胁，湾岸署决定迁入安装了高级安保系统的新栋，而主持搬迁工作的则是业已升为刑事课强行犯系系长的青岛俊作（織田裕二暂无内容饰）。随着青岛一声令下，全署上下一起行动，此前虽有周密部署，但是难免乱作一团。在此期间，湾岸署辖区内发生了数起奇怪的抢劫案，更令警方汗颜的是，青岛、恩田堇（深津絵里暂无内容饰）、王明才（滝藤賢一暂无内容饰）的配枪竟在搬迁过程中被人盗出。不久，有人持用他们的配枪无差别杀人，顿令湾岸署陷入最大的危机之中。在此之后，恐怖分子控制了新湾岸署的安保系统，并要求释放包括日向真奈美（小泉今日子暂无内容饰）在内的数名重刑犯。青岛该如何面对这次史无前例的大挑战呢？
